Sailing Instructions

These are the Sailing Instructions for the Wagga Wagga Sailing Program 2006-7, to be held on Lake Albert, Wagga Wagga, New South Wales, from September 2005 – May 2006 (unless otherwise advised). The events included in the Sailing program will be conducted by the Wagga Wagga Boat Club (Sailing Facet).

1. Rules

1.1 The events included in the Sailing Program will be governed by:

1.2 A competitor shall comply with Yachting Australia Special Regulations applicable to the type of boat for Category 7 races. Appropriate navigation lights (as per NSW Maritime Regulations) will also be required for night races.

2. Advertising

2.1 Category "C" advertising is permitted (RRS 79).

3. Amendments to RRS

Time Limit and Scores, will be altered to provide that boats not finishing within one hour of the fastest boat in the relevant division (or at the discretion of the OOD) will be scored Did Not Finish (see Sailing Instruction 16.2) (RRS-35).

Competitors will not be disqualified for receiving outside assistance when such assistance is required to right a boat that has capsized (RRS-41).

4. Eligibility and Entry

4.1 Events included in the Sailing Program are open events for sailing craft.

4.2 Required fees: Wagga Wagga Boat Club Membership joining and subscription fees (as required by Wagga Wagga Boat Club Ltd.) and Wagga Wagga Boat Club (Sailing Facet) fees as per fee structure approved by the Sailing Facet.

4.3 Participating skippers (Adult and Junior) are required to be members of Yaching Australia. Yachting Australia membership is recommended but is not mandatory for participating crew.

4.4 Participating boat owners are required to maintain insurance cover for their boats that includes RACING AND $5 MILLION (MINIMUM) LEGAL LIABILITY COVER for all events included in the Sailing Program. Each participating boat owner is required to sign the declaration included on the registration form related to the insurance of their boat. Casual boat owners who do not have or maintain insurance for their boats are permitted to sail in the events included in the Sailing Program but will not be included in the results for the event/s or accrue points for the various subcompetitions.

4.5 Competitors participate in the events included in the Sailing Program entirely at their own risk. See Rule 4, Decision to Race (RRS 4). The Wagga Wagga Boat Club will not accept any liability for material damage, personal injury or death sustained in conjunction with, prior to, or after the races that constitute the events included in the Sailing Program. Each participant (and his/her legal guardian if under 18) is required to sign the disclaimer included in the attached registration form before they will be permitted to sail in events included in the Sailing Program. By signing the disclaimer participants (and their legal guardians) are acknowledging that they understand the risks (see 22 Risk Warning) associated with participation in the events included in the Sailing Program and that they are participating entirely at their own risk and understand Rule 4, Decision to Race (RRS 4).

5. Notices to Competitors

Wherever possible notices to individual competitors will be sent to the e-mail or postal addresses specified in the member database.

6. Changes to Sailing Instructions

Any changes to the Sailing Instructions will be announced at the pre-race briefings to be conducted prior to events included in the Sailing Program.

7. Signals made Ashore

Signals made ashore will be displayed between 0800 and 2000 from the signal mast in front of the Wagga Wagga Boat Club.

8. Racing Schedule

As per the published (or amended Wagga Wagga Boat Club (Sailing Facet) Sailing Program). Amendments to the Sailing Program will normally be approved at monthly meetings or by the Executive of the Club. When such changes are made an updated program will be published on the Website for the Wagga Wagga Boat Club (Sailing Facet).

9. Racing Area

Races will be held on Lake Albert, Wagga Wagga, NSW (unless otherwise advised).

10. Pre-race Briefings

Pre-race briefings will be conducted approximately 30 minutes prior to the start of each scheduled race.

11. Course

The course sailed by all divisions will normally be a triangular course consisting of alternating triangular and windward return (sausage) laps and any finishing legs necessary to cross the finish line in front of the Wagga Wagga Boat Club (as instructed at the pre-race briefing). Each race shall consist of the number of laps and finishing legs prescribed for the division at the pre-race briefing unless the race is shortened. All marks on the course side of the finish line must be rounded to Starboard or Port as indicated at the pre-race briefing. Alternate courses may be sailed for Short Course Racing event/s (as instructed at the relevant pre-race briefing/s).

12. Marks

The course marks will be club buoys as indicated at the pre-race briefing. The finish line will be between the buoy with the yellow and black chequered flag and the signal mast in front of Wagga Wagga Boat Club.

13. Start

13.1 Races which are not started may be postponed prior to the start signal. Code flag “AP” will be displayed on the start boat or ashore on the signal mast in front of Wagga Wagga Boat Club if this occurs.

13.2 There will normally be two start sequences. Division A (catamarans) will start five minutes before Divisions B and C (monohulls and sailboards). The start sequence will be as follows:

Note: This sequence can be changed by notifying competitors at the pre-race briefing.

13.3 Individual and general recalls will be signified and conducted as per RRS‑29.

13.4 A boat shall not start later than 10 minutes after the relevant starting signal.

14. Shortened Course

A shortened course will be signified by two long sounds and the laying of a buoy with Code Flag S (RRS32). After rounding the mark at which the buoy with Code Flag S has been laid, boats are required to proceed through the finish line.

15. Abandoned Race

An abandoned race will be signified as per RRS‑32.

16. Finish

16.1 Boats shall finish between the buoy with the yellow and black chequered flag and the signal mast in front of Wagga Wagga Boat Club unless OOD advises otherwise (such advice will normally be provided at the pre-race briefing).

16.2 Boats not finishing within one hour of the fastest boat in the relevant division (or at the discretion of the OOD) will be scored Did Not Finish. (Alteration to RRS‑35)

16.3 Boats that re-cross the finishing line or fail to keep clear of the finishing line may be disqualified (RRS‑22.1).

17. Protests

17.1 The OOD may establish and chair a protest committee as and when required.

17.2 Protests shall be in writing and submitted within thirty minutes of the finish of the last boat in the relevant division. All parties involved in a protest will be notified of the time/venue of the protest hearing as soon as practicable after receipt of the protest.

18. Scoring

18.1 The Low Point scoring system, Appendix A.4.1 (as modified herein) will apply for all subcompetitions included in the Sailing Program. Where there are 5 or less races in a competition the worst single result will not be counted. Where there are 6 or more races in a competition the worst two results will not be counted (each half of the summer competition shall be treated this way). Entrants who do not finish (DNF) a race will be awarded points equivalent to the number of entrants in the race plus one. Entrants who do not compete (DNC) in a race will be awarded points equivalent to the number of entrants in the competition plus one.

18.2 Points accrued in each event belong to the skipper and will continue to accrue while the skipper is sailing a craft that belongs to the same division.

19. Prizes

Trophies and/or prizes will be awarded in the following divisions/classes depending on the number of entries in each class/division for subcompetitions included in the Sailing Program (others may be awarded at the discretion of the Event Organisers):

19.1 Winter Competition (all classes and divisions included in single competition):

Championship & Handicap: 1st  (if 3 entries), 2nd (if 5 entries), 3rd (if ≥ 7 entries)

19.2 Summer Competition (separate competitions for all Classes and Divisions A, B and C):

* Where a class is formed entrants will only be eligible for the relevant class prize. Championship prizewinners shall be ineligible for handicap prizes.

19.3 Cock of the Lake (all classes and divisions included in single competition):

21. Safety

21.1 Competitors attention is drawn to the fundamental RRS‑1 Safety and RRS‑4 Decision to Race.

21.2 All participants in this event shall wear a fully serviceable personal flotation device (PFD 1, PDF 2 or PDF 3) of an approved design and appropriate capacity secured about their body in accordance with the manufacturer’s instructions at all times when racing.

21.3 All competitors shall sign on by signing the race sign-on sheet for each race prior to the relevant race warning signal.

21.4 All boats must comply with Application and General Requirements Category 7 (YA SR Part 1 Section 2), the Sailing Instructions and relevant Class rules. A boat or equipment may be inspected at any time for compliance with this requirement.

22. Risk Warning

This RISK WARNING is issued jointly by the Wagga Wagga Boat Club and the NSW Maritime Authority, pursuant to the Civil Liability Act 2002 to all persons wishing to participate in the sailing activities conducted by Wagga Wagga Boat Club.

 

Participants are warned that, regardless of the precautions, which might be taken by reasonable and experienced persons, sailing can be a dangerous pursuit and participants are exposed to significant risk of property damage, physical harm and possibly death.

 

As an indication, these risks may include, but are not limited to:

 

·         The extremes of weather and sea conditions.

·         The potential that control of vessels may be lost, resulting in collision with objects and other vessels.

·         The sudden movement of the vessel at any time and the possibility that participants may fall or be thrown overboard, resulting in drowning.

·         The possibility that participants may be injured by equipment on the vessel.

·         The absence of immediate medical care and the likelihood that significant delays may occur before medical care is available.

·         Exposure to the elements for extended periods.

 

Wagga Wagga Boat Club and the NSW Maritime Authority also warn participants that regardless of their best intentions, they may be unable to render assistance to participants who are in distress. Participants are warned to consider the above risks and all other risks before deciding to participate in any sailing event with Wagga Wagga Boat Club.

 

Participants are also advised that although Wagga Wagga Boat Club is covered by third party liability insurance for on shore activities only, this cover DOES NOT extend to any on water activities. Any participant who considers they have a need for insurance must make their own private arrangements with an insurer. A personal accident insurance policy is available with subscription to membership of Yachting NSW.
